You should report the agency to the respective state board. We have been asked to clean up messes left by unlicensed and unethical agencies in the past. Being taken advantage of is not fun. We always recommend taking action against bad PIs as it makes everyone in the business look bad. 

As a licensed agency we are duty bound to protect your confidentiality in all but a few specific instances. We never blab unless you tell us its okay or law enforcement gets involved. 

Retaining an investigator is much like retaining an attorney. Once retained we cannot take a case on the opposing side of your interest. Generally, you will be asked to sign a retainer agreement that specifically lays out the terms. Once signed and funded, we work against the payment you have made until depleted.
